- Allow the council, if desired, to hold only one regular monthly meeting for two months in a calendar year.
- Clarify the percentage of affirmative votes needed to pass a measure if the full council is not present.
- Require rules on giving and receiving of gifts by city employees.
- Require candidates for elective office to be at least 18 years old and a resident for at least one year immediately preceding filing.
- Increase the percentage of required signatures on a petition to 30 percent of the votes cast at the last mayoral election.
- Clarify the qualifications, structure and operations of the Planning and Zoning Commission.
- Prohibit package liquor sales in any zoning district that allows residential development.
- Delete an unnecessary section on officers and employees.
- Clarify city employees' ban on involvement in council and mayoral campaigns.
- Revise procedures related to the acceptance of gifts by city officials.
